(INTERVIEW) IURIE CHIORESCU: THE IMPACT OF IMPLEMENTED PROJECTS ON BENEFICIARIES WAS AND REMAINS THE BASIC PRIORITY

 

Interview with Iurie Chiorescu, the Director of the Public Institution “Moldovan Social Investment Fund” (PI MSIF) for Almanah Politic 2020

 

Mr. Director, how was the year 2020 for the PI MSIF?

 

The year 2020 was full of challenges in the context of the epidemiological situation in the country and worldwide. Based on theState of emergency the Government put through restrictions due to which renovation construction sites have a special operating routine. Contractors also face difficulties to carry out civil works in such conditions, but, nevertheless, we have overcome challenges; all sites showed a positive dynamics; we managed to disburs 100% of funds according to our plan.

 

Какие, на ваш взгляд, наиболее важные проекты были завершены в 2020 году?

 

This year, the third phase of the "Social Infrastructure and Energy Efficiency" Program within the German Financial Cooperation with the Republic of Moldova was completed. The German Development Bank "Kreditanstalt für Wiederaufbau" (KfW) has financed 25 sub-projects amounting to 2 million euro. At the same time, 10 district schools were renovated and modernized within the “Moldova Education Reform” Project, financed by the World Bank and implemented by the PI MSIF in collaboration with the Ministry of Education, Culture and Research, aimingto create teaching conditions of European quality for pupils and teachers.

 

How would you rate collaborative relationshipswith your international partners in 2020?

 

It was productive and it developed in an upward dynamics!

 

How was the collaboration with the central authorities, and also with local authorities in communities, where you have implemented subprojects?

 

Given the circumstances conditioned by both local and presidential elections, we can appreciate this collaboration sometime as "cheerful". At the same time, we managed to overcome certain animosities with the help of the Parliament, the Government and the branch ministries.

 

What ongoing subprojects do you manage now?

 

At the moment, the PI MSIF manages the implementation of 248 subprojects financed from the funds allocated by the Romanian Government within the Technical and Financial Assistance Program granted to preschool institutions in the Republic of Moldova in the amount of 3 million euro. State Budget allocates funds for the renovation of bathroom units in 18 schools in the amount of 5 million lei for the second consecutive year. Civil works at 7 construction sites financed from funds of the "Moldova Education Reform" Project are in full swing.

 

What are the priorities of the PI MSIF in the short, medium and long term?

 

The basic priority was and remains the impact of implemented projects on beneficiaries: preschool children, pupils, teachers, ordinary population, who enjoy improved living conditions. Following the analysis, it was found that the PI MSIF projects had a direct impact on about 600 thousand citizens from all regions of the country. Based on the above, one of the basic priorities in the short, medium and long term is to reach 1 million direct beneficiaries of implemented subprojects. Also, one of the main priorities will be to attract financial sources from foreign donors and/or partners in order to ensure the continuity of the PI MSIF activity.

 

What are your expectations from 2021?

 

Peace, well-being, health - are the highest expectations  2021. And if we talk essentially that would be new sources of funding and as many implemented projects as possible, which will bring joy and hope in the souls of people for a better future.
