
The Republic of Moldova has received financing from the World Bank toward the cost of the grant “Integration of children with disabilities into main mainstream schools”, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
- Analyzing and summarizing the existing in-country experience in the field of the on-the-job training on child-centered inclusive education, including teachers’ guidelines and didactic materials. The consultant will take account of the district plans for the implementation of Moldova’s National Program for the Development of Inclusive Education.
- Developing the modules for on-the-job training on child-centered inclusive education, including teachers’ guidelines and didactic materials.
- Training program will consist of not less than 7 modules.
- Mentoring visits to the hub-schools for in-depth analysis and discussions based on observed classrooms practices;
- Organizing of experience sharing activities focused on learning from existing successful experiences within country (by bringing groups of teachers to learn from their peers who mastered the teaching children with SEN).
- Identifying the teachers’ training needs (based on the analysis performed).
- The training will focus on the conceptual and legal framework for the development of inclusive education, inclusive education management, organization and functioning of educational support structures, assessment and assistance for children with special educational needs, organization of the educational process from the perspective of inclusive education, development of partnerships in the frame of inclusive education, etc.
- The training will be based on combining theory and practice. Alternate forms of work will be according to the themes, content, and expected results as well as competences to be formed: collective activities (workshops), group activities, individual studies.
- Elaboration and dissemination of the information about the performed activities.
Moldova Social Investment Fund now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
- Experience of the firm in developing materials and training modules for on-the-job training (35 points);
- Experience of the firm in providing training in the area of child-centered inclusive education or in the associated fields of inclusive education at local and international levels (30 points);
- Relevant competences of the staff in the fields of (i) development of training materials for teachers; (ii) training and technical assistance for teachers; (iii) training in the area of child-centered inclusive education (35 points).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’sGuidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultants’ Qualifications method set out in the Consultant Guidelines.
