Assignment Title: Elaboration of technical designs for Rehabilitation Works of 9 Receiving Schools
The Republic of Moldova has received financing from the World Bank toward the cost of the “Moldova Education Reform Project”, and intends to apply part of the proceeds for consulting services.
Moldova Social Investment Fund (MSIF) is responsible for the implementation of Part A.2 of the project, mainly the rehabilitation of 15 Receiving Schools, including the preparation and/or review/updating of the designs for such works.
The consulting services (“the Services”) include:
· Developing of technical design documentation for rehabilitation of 9 Receiving Schools in accordance with the Terms of Reference developed separately by institution;
· The Consultant will undertake the author supervision throughout the entire period of rehabilitation works.

The list of 9 Receiving Schools is, as follows:
1. Anenii Noi town, LT „Mihai Eminescu”;
2. Ialoveni town, LT „Andrei Vartic”;
3. Carpineni village, Hincesti rayon, LT „Stefan Holban”;
4. Pepeni village, Singerei rayon, LT „Alexandru Agapie”;
5. Rezina town, LT „Alexandru cel Bun”;
6. Colibasi village, Cahul rayon, LT „Vasile Alexandri”;
7. Vulcanesti town, LT „Alexandru Doljenco”;
8. Straseni city, LT „Mihai Eminescu”;
9. Soroca town, LT „Petru Rares”.
MSIF estimates to finalise the stage of development of thechnical designs for all 9 Receiving Schools in max. 6 (six) months, including their approval and coordination with the pertinent local and/or government authorities.
Moldova Social Investment Fund now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The Consultants applying for more than one school shall demonstrate their capacity to perform simultaneously the respective assignments in the requested period of 6 (six) months.
The evaluation of Expression of interest will be done separately by school and the following shortlisting criteria will be applied:
a) Experience of the firm in developing technical design for public institutions during the last five years
(35 points);
b) Individual qualifications and competences of the proposed key staff (designers) in specific areas, as it are requested by the TOR (65 points).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultants’ Qualifications method set out in the Consultant Guidelines.
