Assignment Title: Technical assistance in community education and parents' training
Republic of Moldova has received financing from the World Bank toward the cost of the grant “Integration of children with disabilities into main mainstream schools”, and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include:
- Collecting and summarizing the good practices and success experiences regarding the inclusion of disabled children into social life from over Moldova and from other countries as a means to influence public perceptions in target communities.
- Organization of information sessions in each target community. The agenda will be coordinated with MSIF and communicated to the beneficiaries at least 5 days before the session so that the participants (teachers, parents of disabled children, community members) are informed and ready for an adequate involvement.
- Training parents of disabled children and community members/opinion leaders
- Training parents of disabled children to help their children to learn and live independently to the extent possible and to defend the rights of their children. Conduct parent education sessions (in each target community) regarding the role and responsibilities of parents in the process of raising and educating children.
- Training parents of disabled children and community members/opinion leaders to act together as agents of change in the community.
- Community awareness regarding every child’s right to education and inclusion into social life:
- Facilitation the deployment of two awareness campaigns on the importance of ensuring the right to education and inclusion in each target community.
- Facilitation the organization of two public events (round table, open day, teacher day, etc.)
- Conducting one summer school with duration of 5 days.
- Promoting the good practices and success experiences regarding the inclusion of children into social life in target communities.
Moldova Social Investment Fund now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are:
a) Minimum 5 years of the company experience in providing consultancy in the field of inclusive education and children rights (35 points).
b) At least 2 contracts in the field of community education/parents' training regarding the inclusion of disabled children into social life (30 points).
c) Company experience in implementing other contracts, aiming behavior change, public awareness/communication campaigns organization (20 points).
d) A team of experts / consultants with experience in providing similar consulting services (15 points).
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a subconsultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Consultants’ Qualifications method set out in the Consultant Guidelines.
